The Importance of Non-Combatant Immunity

You don't have to be a cosmopolitan in order to endorse the principle of non-combatant immunity. Even non-cosmopolitan moralities have accepted there are moral restraints on the conduct of war. Some philosophers say that when our country faces a situation of so-called super emergency are a Britain in 1940 then it is permissible deliberately to bomb enemy civilian centers.
