Prigogin thought he had the okay from Moscow to be involved in this. This carried with it the implication that when it came down to it, Moscow would basically support Wagner's operations there. And do you know what? Prigogin's probably right. I suspect this was Shoygu punishing someone who had got too uppity and too much of a challenge. But nonetheless, shortly thereafter, essentially, Wagner pulled out of Syria. It was clear that was not going to work for them.
