The socket is created by cosmic session and then handed off to cosmic panel and also to a separate server, the cosmic notification server. Each applet can be sandboxed such that they have permissions like it can read the screen or it can communicate with audio devices Like changing the volume or it can read notifications,. things like that. So it's multiplexing the notification data. It comes in through debus and then it goes out to each panel instance of the notification widget or applet. By having permissions defined, we can prevent any other applets from reading notifications.
