I'm te believer that we can change as the hair is growing. A single follicle can continue to grow its hair fibre for up to six, seven years. There absolutely much of pigmentation science is based around mouse data. And in the typical black mouse, the hair will grow for a very short amount of time - typically weeks. So thre's a lot of clear evidence that white hair grows in in that particular species. But going back to the human, if you haven't cut your hair, you can show that graying has occurred during the process where that individual cycle is producing the fibre white at the top by the rootd and color down the bottom.
