Terence Kretcher was shot dead by a police officer in August 2013. A toxicology report would later find that he was under the influence of the synthetic drug PCP at the time. Less than a year after Terence's death, an officer who shot him was acquitted of first-degree manslaughter. "I just knew I would get that call, and I got it," his father says.
