Twitter is going to have some software in the background, and they're going to be doing something that with their machine learning algorithms, that is effectively tantamount to policy making from the prospective of the constituent users of twitter. And what that means is that they are going to decide on the objective functions, the k pis, or measures for whether or not a particular algorithm is fulfilling its job. So i like to sort of really recognize the similarity between the choices of the goals of those algorithms and the decisions about when to roll one off and put a new one in.
