A federal judge in Rhode Island has temporarily blocked the Trump administration from cutting $11 billion from health programs nationwide, including in New York and New Jersey. Meanwhile, advocates say federal staffing cuts are threatening the World Trade Center Health Program, which provides care to people exposed to toxins after 9/11.
