Is There a Moratorium on Machine Learning?

I would allocate more resources into consciousness research, developing a theory of suffering that is substrate independent. So put more resources there and for now put no resources in places where people either explicitly say they're targeting artificial consciousness or knowingly risk it. Of course, this doesn't exclude the risk that there will be absolutely well-meaning people who unknowingly unexpectedly to everybody, instantiate phenomenal properties on machines. I think that is not something that could be ever forbidden. Freedom of research is also a very high ethical value. To limit the freedom of research one should have really good arguments.
