Introduction
NATO leaders issued a communique on Tuesday at the end of the first day of the Alliance's summit in Vilnius. The communique said NATO would waive the member action plan for Ukraine, which requires reforms to meet certain requirements that the alliance wants. So waiving this would speed up Ukraine's membership if it is ever invited to join the Alliance, but Kiev was not given any new commitment on when that might happen.
