Kim Jong-il comes to power as North Korea collapses completely and they just don't have a solid enough grip on power to fight it so instead they start pushing out ever more lurid and wild propaganda. When you have a government that because of its belligerent policies doesn't trade with the rest of the world then those people will do a better job of servicing their own needs than the government can which is like the same story that you see out of uh Hurricane Katrina after like FEMA fucked up in the first several weeks afterwards.
