Why Is It That the Jews Aren't Responding to the Gospel?

The 11 chapters are a kind of defence or apology for what paul is in, and then the rest of the book being what heis really trying to do. So jesus was jewish, and israel's scriptures are jewish; their heritage of being god's people is jewish. And so they know good things about paul, but they also are worried about some of that reputation about paul. In order to get them to listen to his pastoral input and to even consider his pitch about hay, he's got to make sure that they accept him and they're cool with him being on the same page as they are. Does he?
