Moses Says, So Forgive the Guilty

In the book of numbers, there are seven rebellion stories where the people rebel against god or moses. This is the fourth it's the centre one, which i think is significant. And then in thi entre, we find this is mosesis doing the same thing he had to do on mount sinai in the story of the golden calf, which is interceded. He essentially his asking god to be consistent by changing his decision to destroy the people write and to forgive them. We see these two parts of god's character that we perceive somehow in tention with one another. The question is, are tensions that god feels within himself? How does god relate to people
