What's Going on at GE?

Jeff Immel's supplemental pension is five, five million a year. Others who've left GE get four million a year for life. Reminds me of King George III would dole out pensions to his favorite court years. So how much blame should attach to the rating agencies for persisting and rating GE AAA name as it very visibly became less than that?
