All of these humans within a state are going to exist in accordance with a single constitution. Thirdly, that constitution must respect the autonomy of each and every citizen. And he suggests that if that is truly the case, where itis not rulers or multinational corporations deciding what wars e going to be conducted, then people wouldn't go to war.
