Harry is talking about the Royal Families Communications team. There's an office for each person or couple, more or less. Just a note they call the Royal person they work for their principal. So if the comms team want to be able to remove a negative story about their principal, they will trade and give you something about someone else's principal. The offices end up working against each other. It's a kind of a this weird understanding or acceptance that happens.
