The Complexity of Building Relationships With Countries With Cross-National Assessments
UIS as an institution had to build relationships not only with ministries of education and getting their data that was normally reported to UNESCO. The adoption of the ADG for this became an escape of all responsibilities, basically so they needed to find the way. Cross-national assessments measured similar things but not exactly the same and not in the same way. They applied to different grades or different ages, so they partially overlapped but not in a perfect way.
