9-11 is an ideal case study for this kind of things because 9-11 very much created uncertainty in the minds of the US public. Those who are on top of the system and who benefit from those lower in the system accepting things, right? Can use, can create the very uncertainty and threats that reinforce the system. I've come to the view that it's much easier to govern from the right in a system justifying conservative manner if you frame your opposition as a threat.
