In the book, you really go after the idea of an all volunteer force and say that it's really not volunteered. And in order to sustain that force, to create the force and sustain that force,. we're spending hundreds of millions of dollars every year on various and sundry bonuses. My contention is if we cancelled those bonuses, the bonuses offered to get people to enlist, the bonuses offer to get people re-enlisted, that the all volunteer force would collapse probably in a matter of six months.
