Most state budgets actually have commitments that are well above their revenue. So eventually, li canten. Everybodyis just playing musical chairs, ok? To say li can mean who is going to get this money? And the entire nature of how we interact with the state, we don't think about it a level of systems. We think about it and how does my job get done? O like capan hane. The indian state has broken promises to the rich, to the middle class, to the poor, riht so. It's entitlements for the poor but never fund them because you pass rights and never actually fund them. That way they weaken the trust deficit which then
