The State Is Not Contiguous With the Borders of the Country

The iliad is a story of the disaster that comes about when obligations that are owed between a superior vassal and his vassal aren't observed. In America, if you're not paying taxes or obeying any local laws, they'll send in the state police to enforce them. But in mexico, there's just whole swaths of the country that the state really doesn't govern at all. And so it was known everywhere that the people up in the mountains and the people out in the desert were dangerous. They operated according to a different system of values. It's one ofhe something thats happened throughout history.
