I Forgot My Password and I've Forgotten My iCloud Account Password
If you don't have a phone number, there's no way to get your iCloud account back. You can use the recovery key but it won't let you access any of your encrypted stuff. There might be a path here where the thief could go to Verizon improve that somebody stole your phone and you could still get your phone number back even though he or she may not know who did it.
