The block submitted a records request to El Salvador's development bank, Bandasal. Government denied the inquiry saying that information was not public because it's related to government trust fund and its funds were reserved information. But according to the block article, they requested this information in September. We can't know for sure whether or not they have actually been buying Bitcoin. You just have to tweets to go off of.
