Reforming Public Utility Commissions for Energy Transition

This chapter explores the critical need for reform in Public Utility Commissions (PUCs) to facilitate the energy transition, emphasizing the importance of three pillars: people, policy, and process. It highlights the roles of various stakeholders, including commissioners and state legislators, in shaping utility regulation, as well as the necessity for public involvement in appointments and decision-making. Additionally, it discusses the challenges and opportunities presented by performance-based regulation and innovative approaches to increase public engagement in utility proceedings.
