All free inhabitants of the empire was citizens. This would have been a major win for the imperial coffers. It also means that roman law now applies more extensively, and it has a major impact on law throughout the empire. Now people are going to be interacting with the roman legal system a lot more,. And local laws are going to fall into abeyance, or perhaps even come into conflict with roman law.
