Is Open AI a Threat to Hackers?

The big concern that people are having is that it could lower the bar for hackers to write malicious code. Currently, they've only spotted and I quote this, pretty basic hacking tools but it's only a matter of time before the big dogs come out. Open AI might be legally required to train their AI to detect such abuse.
