The Importance of Individual Professional and Career Risk in Australian Aid Programs

The HIV AIDS program in Papua New Guinea was supported by significant, you know, a couple of million Australian dollars a year to individual large national NGOs. And I think what was very interesting here was that the program had not actually done its due diligence to the extent that might have been helpful. But there's very little individual personal or career risk within the national NGO associated with perhaps not being as transparent or accountable because the oversight mechanism just isn't there. The failure of all the shortcomings in the granting environment tend to be personalized.
