Is the Space Shuttle Really a Space Shuttle?

The space shuttle was designed to orbit and low Earth orbit. Do you think this thing is steerable flyable, not just going around in the same orbital path the whole time? If that if you could do that, then it feels like there are serious national security concerns for like every country that has satellites. Are they doing a Galaga thing up there?
