The backing system is not going to go away and it should be a core part of the financial system, but it is highly inefficient. The bags need an alternative as it were to keep them competitive. Now, I think the way to do this is to open access to central bank facilities to non-bag issuers. But of course, you have to experiment with the alternatives in a responsible way so as to not increase systemics.
