Hatoiyama Ichiro's Negation With Japan

Hatoiyama Ichiro was foreign minister from December 1976 to November 1977. He bungled negotiations around new international norms regarding the laws of the sea. Three years later, Ichiro was put forward by former Prime Minister Fukuda as a potential candidate for the very important job of Governor of Tokyo.
