New York City's Pushcart Markets

The east side market is in line with the market department's policy of doing away with pushcart markets wherever possible, and housing the merchants in public market stalls. The city was now rerely embracing the idea of these municipal markets. But i do wonder, did they know that these pushcart operators would want to do this? And me, how did they known that this was an attractive option for them? It seemed like a more cost effective option for these pushcart sellers as a posto trying to invest in a grocery store.
