The NCAA has its rules over time. But here's where it gets weird because when you got to the point where it became nearly impervious to any kind of missile coming towards it more missiles started coming towards it. And what did they do? They started aiming right at each other's heads. So the net result here is we attempt to make the game safer by having safer equipment and it actually becomes more dangerous because people alter their behavior.
