Questions Are Not Always Arguments
The argument itself is not the thing that's kind of in the brain. But sometimes somebody will ask a question and they won't seek for it to be an argument. Like when somebody says, you know, where's the nearest dentist, they're not making an argument. That question is not an argument. So yeah, it's trivially true that questions are not always arguments but the person isn't intending it to come across that way. The only time when it would be a problem is if somebody asks a question as if it were an argument and the other person says, well, that's not an argument, questions are not arguing.
