Uppoff noticed that a lot of the guys getting charged in prison had serious mental illness. The court would have to call on a psychiatrist to evaluate if someone was even fit to stand trial. Uppoff said the guards, the victims in these cases, weren't always thrilled when he called them in to testify. Throwing bodily fluids on a guard can be considered battery of a peace officer.
