Is an Electron Creating Photons?

An electron can radiate a photon, which can hit your eyeball and you can see it. Electrons can also create all sorts of other ripples in the electromagnetic field that don't coalesce to be a self-sustaining packet. Some people call these real particles versus virtual particles. They're just sloshes through the universe. It's not in a coherent, self-sUSTaining packet.
