Foreign Minister Penny wong is trying to win back support from the pacific states. Australia has cut foreign aid and abolished over 230 bureaucratic programs in a bid to save money. Climate change was also seen as an issue, with low-lying island states feeling that Scott morrison wasn't listening to them.
