A lot of that, I think revolves around what is essentially just a heritage of traditional urbanism. And so it's the inability of these cities to actually their failure to have the state capacity necessary to enforce their rules that makes it feel like a dynamic and exciting place people want to go to. It definitely takes talented entrepreneurs and founders to build these things.
