Concorde was not a startup, it wasn't even an established big company. The goals of Concorde were fly fast, try not to crash and do it before the Russians. It did not have any significant commercial motivation behind it. Gulfstream has had a small supersonic team for a long time researching it for the day that the rules change but they had no business incentive to do it.
