In 1943, George White is giving concentrated marijuana to New York mobsters as part of a truth serum test. The men that he tested CIA drugs on were considered quote, expendable because they were drug addicts and otherwise marginalized people. And if they find out what's happening to them and they go to the cops and are like, "The CIA has dosed me with LSD" Well, the cops are not going to follow up that investigation, right? That's part of the genius.
