The Problem With Teacher Assessment in the Primary Accountability System
Using assessment in the accountability system is clearly problematic. We refer to quite a lot the report by EDSK, where you just scrap the entire primary accountability system and replace it with more regular online adaptive tests. If you want to have individuals measures of schools year on year, then you basically have to have all children doing the tests all the time. But if you just want to monitor national standards, the impacts of the curriculum changes over time, the gap between disadvantaged children, then you can just do sampling. Most head teachers will break data down into all these different subgroups of peoples. And they'll say, oh, boys are doing better than girls in this subject, and girls are doing
