Flutter Web have some issues with the hot reload, but Flutter desktop doesn't. So you can make Flutter Web with Flutter desktop. And I use Flutter desktop to develop mobile applications with Flutter. It's kind of the same thing. Everything runs really fast when the communication is based on the same machine.
