Cuban Allies Don't Want to Consult Khrushchev
Krushchev just assumed Cuba would comply with whatever he decided. He ignored Castro's interests, and Castro knew it. So, Castro was never satisfied with the explanations of why Khrushchev didn't consult him. This led to some internal fireworks during the negotiations.
