Matt Welch: It can be easy to fall back on old patterns of thinking. He says we've done transformational things before at times of big political clashes. In the 1960s, President Lyndon B. Johnson enacted nearly 200 pieces of legislation known as the 'Great Society' Welch: Most Americans left and right think that poverty is the result of unfair circumstances not a moral feeling.
