The longer Thebes continues to grow in power, unchecked, the bolder these Democrats are going to get in the whole Greek world. They must either be subdued into peace or defeated in a decisive victory. But instead of backing off, Thebes shocks everyone and manages to win a few fair fights on the battlefield against Sparta. These weren't decisive battles, but this was completely unprecedented. And Biosha, swelling and power and arrogance is starting to make their neighbors the Athenians nervous.
