Corruption is not something that's innate or self-evident, he says. It can be systemic and functional for a system to guarantee stability and buying consent effectively. In Brazil politics has been so immobile during the democratic period because you just need to pay a lot of people off to get anything done. But in some respects, part of the issue with corruption is a representative of the privatization of public life.
