The economy went from humming to being on life support overnight. The government had to get creative in how it got the money into people's pockets. It was not able to take up the work of getting money to small businesses, so they were used as a 'patek protection programme' This meant using existing banking and credit system relationships with smaller firms. They could then put things in the freezer for two weeks before turning them back on. A lot of criticism has been made about the pecok protection programme after the fact.
