We don't really know what we're doing. The nature of the signal, how far away it is and whether we can respond are all huge decision points that totally change the reactions of governments on Earth. And so, for now, questions of, like, should we transmit just seem so hypothetical that no one cares. But that all changes as soon as we have a real signal. Until there's a detection, it's just not going to rise to the level that the government should even bother spending any resources worrying about it.
