Make sure that you go out and look for the obstacles if you're trying to do behavior change, understand what those obstacles are. Then use a variety of change techniques to get around them, over them, under them in order to drive that change. If you have a direct report who is yearning to get ahead, give them a chance to lead; expect the hell out of them,. Tell them how great they are and do in an environment where they won't be punished for their failure.
