Every state seems to have some good practices and some problematic practices. Even Germany does not have an autonomous crime of torture. Uganda has a world leading anti-torture statute, yet 37% of the allegations of any form of human rights violation involved torture. So regrettably, countries are trying, but there's still a long way to go. And there's no country that we can hold up as the poster country in the prohibition of torture.
