Rall's d prioritized economic liberty is that he was operating from a particular economic framework. So he was operating in a neo classical framework that emphasized models of perfect competition, of monopoly and what would be required to correct a monopoly. If you have that allicative idea, and you've got your theory of perfect competition and complete knowledge and rational agents in mind, then you kind of don't need private economic agents at all.
