Do They Count as Holocaust Victims?

It's a very interesting question whether when I as an RC guard shoot a Jewish concentration camp prisoner, whether I'm doing so. And it seems like my intentions matter and it's going to be very difficult to know what the intentions of all of those guards were. There are many complexities here. Even of all the people who were killed in World War II due to things that the government of Germany did, how many of those get to count as being members of the Holocaust? Not at all a straightforward question.
